Wyoming:
- Authorizes entities that transact in virtual currency to operate in Wyoming without a license under the Wyoming Money Transmitters Act.
- Creating a task force to identify governance issues related to blockchain technology and develop appropriate legislation to be recommended to one (1) or more appropriate legislative committees for consideration.

- Authorizes the secretary of state to develop and implement a blockchain-based filing system for business entity formations and annual reports, as well as Uniform Commercial Code financing statements.
- Classifies certain open blockchain "utility tokens" as intangible personal property not subject to a securities exemption.

- Classifies Digital consumer assets as general intangibles, digital securities as securities and investment property, and virtual currency as money within the Uniform Commercial Code (UCC); Provides guidance for perfection of security interests in digital assets
- Authorizes business entities to issue stock certificates in the form of electronic certificate tokens, entered into a blockchain or other secure, auditable database.
- Creates "special purpose depository institutions" as a new form of bank that can service blockchain innovators
- Authorizes the waiver of specified statutes or rules to allow for the testing or innovative financial products and services, including blockchain technology, for up to two years, with the possibility o a one year extension

- Creates the Select Committee on Blockchain, Financial Technology and Digital Innovation Technology, as a subcommittee of the Blockchain Task Force, required to develop specialized expertise and authorized to sponsor certain legislation
